In partnership with Guy Lemmon and the Ryan Lemmon Foundation, OCBOA has created a unique video to encourage fans in the stands to become umpires on the field. It is professionally done and enlists commentary from both MLB announcers as well as our own OCBOA umpires.  The video was a collaboration of a lot of people and has been extremely well received. CIF SS has already posted our video to their YouTube page!

Feel free to share with anyone you think might enjoy the video depicting this very human side of sports. If you enjoyed this video please “Post”, “Like”, ‘Share”, “Retweet” on your Facebook, Twitter feeds, and any other social media accounts.

This tool is another example of what sets us apart from all other units in all other sports. Your BOD has been focused on fundraising, recruitment and membership retention. I am extremely proud of the OCBOA and everything we have accomplished together.

Below are the results to week #5 of “You Make the Call” for the 2019 season. We had 50 members submit answers.

Question #1: Ruling?

Answer: Obstruction.  While the obstruction occurred prior to the runner touching second base, the umpire is tasked with nullifying the act of obstruction.  Because the play at third was close, award the runner third base.

It is the opinion of the instructional staff on this particular play, that the fielder’s actions hindered the runner in his attempt to attain 3rd base. Again, this is a judgement call but as an umpire we have the authority to award multiple bases if that would nullify the act of obstruction.

Results: 23 correct responses.

Question #2: If the runner missed second base, he should be called out on proper appeal?

Answer: False.

If the fielder’s actions obstructed and caused the runner to miss the base, the runner would NOT be called out on proper appeal.

Results: 24 correct responses.

Question #3: Obstruction is always an immediate dead ball?

Answer: False.

​In High School baseball, obstruction is always a delayed-dead ball.

Results: 48 correct responses.

I would like to thank Paul Carvo for bringing an error to my attention that I did not catch. On the OCBOA 3-man overview and playoff PowerPoint presentation in regard to U1’s flyball coverage area with R2, R&R3 less than two outs, U1 (positioned in deep B) will have routine flyballs hit to CF to RF. In the previous version, I mistakenly said U1 will go out on these flyballs. As a reminder, we DO NOT go out on flyballs from the middle of the infield. I apologize for any confusion this might have caused.

I have updated the playoff PowerPoint presentation and the OCBOA 3-man overview document to correct this error. Both documents are attached via Drobox.

Congratulations to those who received a playoff assignment. It is very important to have a good pre-game with your partners. We recommend arriving at the game site an hour and a half prior to game time.

Some important information for the upcoming Playoff season.

PROTESTS: Leave a rule book in your car or in the locker room. 2 of the 3 Umpires are to get together and consult the Rule Book to arrive at a decision.

EJECTIONS: For the playoffs, you MUST call Steve Wanamaker immediately after the game. And the ejection report MUST be done by 8:00pm on the OCBOA website, same day of the game. The ejection report should be written up as a crew. Make sure someone proofreads it, make it sound as professional as possible. Proper grammar, spelling, etc.

WALK-UP MUSIC: No profanity is allowed. If you hear something, at the half inning, flag down the Game Site Administrator (who you should already be in touch with prior to the game) and ask them to pass the word to the announcers/booth etc, that you have been instructed to shut down any music with profanity. And note this in your game report.

UMPIRE UNIFORM: The entire crew needs to match. Pants will need to charcoal grey, either Honigs, Gerry Davis, or Poly Spandex. Black shirt with thin white stripe on the side is the default shirt. Make sure to wear your CBUA patch and CIF hat. Also, no numbers.

MEDIA: Photographers cannot be in live ball area. Need to be behind fence, or in a marked off area.

BATTING PRACTICE: If this is brought to your attention, ask the Head Coach if they wish to protest (protest must be noted prior to the start of the game). If they do, mark it as a protest, and email Chris Torres, Steve Wanamaker, and Gary Gilman immediately after your game.

BASEBALLS: During the 2019 CIF Southern Section Baseball Playoffs, the Rawlings CIF-SS Baseball will be the MANDATORY Baseball for ALL Playoff games. The Southern Section office will furnish these baseballs for the Championship Finals and Division 1 Semifinals. If they do not have approved baseballs with the proper stamp, you are to write this information on your score card and play the game. After the game, email Chris Torres, Steve Wanamaker, and Gary Gilman immediately.

BENCH JOCKEYING: Not to be tolerated. Get it early. If you let it go, you will have trouble shutting it down later. This includes but not limited to, tongue rolling, comments to the opposing team, orchestrated dugout activity, etc…Get it early.

PLATE MEETING: Plate Umpire is the only one who should be talking. When going over your pregame, bring up anything you think should be mentioned by the PU. If the Crew Chief is not the plate umpire, the PU should point out to the coaches who is the Crew Chief.

MECHANICS: All 3-man mechanics the same as 2018. Attached is a PDF 3-man mechanics manual from CBUA.

PITCH COUNT: It was suggested that at the plate meeting, to mention to the coaches that every half inning confirm with each other the pitch count. This is only a suggestion for the coaches. The playoff event invite has been sent via Arbiter. Please check your arbiter and accept the invite if you are attending. As a reminder, attending the playoff meeting DOES NOT guarantee playoff assignments.

Playoff meeting will be held at Foothill H.S. on Monday, April 15th and we will be starting promptly at 6:30 p.m. in the PE classroom located above the Event Center. The entire meeting will be in the PE classroom. Please do not arrive late, treat this as you would any OCBOA assignment.

Please come prepared for the playoff meeting. The OCBOA 3-man mechanics overview and CBUA 3-man and 4-man key concepts can be found our OCBOA website. After the playoff meeting, we will start putting together a list of those who are eligible for potential playoff assignments. As previously mentioned, playoff assignments will depend on if a member has attended the required number of meetings, worked at least 9 varsity baseball games, had passing grades on Study guide and Classification Exam, attendance of playoff meeting, availability, and probably just as important the number of games that OCBOA is assigned.

Also, make sure your availability is up to date for April 30th, May 1st, May 2nd, and May 3rd. These are the dates of the wild card and first round games. Please double-check your date AND time blocks to make sure you are open during game times. Game times are usually 3:15pm.

Please read the following information regarding the upcoming playoff meeting:

Playoff meeting will be held at Foothill H.S. on Monday, April 15th and we will be starting promptly at 6:30 p.m. in the PE classroom located above the Event Center. The entire meeting will be in the PE classroom. Please do not arrive late, treat this as you would any OCBOA assignment. It would be highly advisable to come with your 3-man mechanics print outs. There is mechanics manual, OCBOA 3-man mechanics overview, and CBUA 3-man key concepts that you should bring with you.

Attending the playoff meeting DOES NOT guarantee that you will receive a playoff assignment. Playoff assignments will depend on if a member has attended the required number of meetings, worked at least 9 varsity baseball games, had passing grades on Study guide and Classification Exam, attendance of playoff meeting, availability, and probably just as important the number of games that OCBOA is assigned.

Gary will be sending out the meeting invite soon, if you are attending please accept the invite in Arbiter.

REMINDER: Per CIF, we are required to assign “Certified” umpires to ALL CIF games. Therefore, CBUA has approved the individual units to administer a make-up quiz for members to attain qualified status if you did not pass the online CBUA Study Guide or Exam. Ejections: We have had several ejections over the last couple of weeks. Most of these were players that in a sense, ejected themselves from the games. Remember to get those warning(s) in when possible, especially with the coaching staff.

The following are not examples of a proper warning: “that’s it”, “that’s enough”, “stop it or you’ll be ejected”, “I’ve heard enough”…These are just a few examples on what is NOT a proper warning.

The following are examples of a proper warning: “This is your verbal warning”, “This is your written warning, by rule you are now restricted to the dugout for the remainder of the game, if you continue you will leave me no other choice but to eject you from the game”. The key word in these phrases is “warning”, you MUST use this word in order to select “yes” when asked the question on the ejection report, “Had the ejected person been warned before?”. When you submit an ejection report on the OCBOA website without a proper warning, I cannot select “yes” when I submit the report to CIF.

My suggested to ALL is to practice at home in getting familiar with using the proper terms for warning. Again, start by saying, “this is your warning”, whether it is a verbal or written warning.

Lastly, nothing looks better on an ejection report than to see that the officials had issued a PROPER warning prior to the ejection.

Reminder: If you have an ejection, please call Steve Wanamaker when you get back to your vehicle. You will need to complete the ejection report on OCBOA.com or use the mobile app. Please, be sure if possible to get your warning(s) in prior to the ejection (unless the coach commits a major offense, i.e. physical contact or profanity directed at an official). Nothing looks better on an ejection report than the official gave the coach the opportunity to keep himself in the game. Let’s make sure we handle our business in a professional manner and remain approachable.

Opening day is this weekend! Please make sure you start contacting your partner(s), the host school to confirm game times, location, etc.

If you have an ejection, please call Steve Wanamaker when you get back to your vehicle. You will need to complete the ejection report on OCBOA.com or use the mobile app. Please, be sure if possible to get your warning(s) in prior to the ejection (unless the coach commits a major offense, i.e. physical contact or profanity directed at an official). Nothing looks better on an ejection report than the official gave the coach the opportunity to keep himself in the game. Let’s make sure we handle our business in a professional manner and remain approachable.

If you have any questions or situations arise, contact your mentor or classroom instructors. They are excellent resources for you to utilize. We are all here to help everyone improve and develop their game. I appreciate everyone’s hard work and dedication. Have some fun out there!

I would like to thank everyone for their patience and flexibility regarding the 1-man clinic schedule for tomorrow.

We have our final update, we are moving our 1-man clinic into the Event Center/Gym at Foothill HS. Please park in the lot off of Dodge Ave.

In addition to coming dressed in your CBUA approved uniform, please wear gym shoes with other-than-black-soles that are appropriate to use on a gym type floor. Black soles can scuff the gym floor. We are guest at Foothill HS and need to respect their facilities.

Also, bring your mask, plate gear, and a glove if you have one. We will have a cage stations set up for this clinic.

For those attending the 1-man clinic tomorrow at Foothill HS, please be sure to check your email at 7:00 a.m. on Saturday morning. There is some bad weather that is supposed to come in overnight, therefore Javier and I will be at Foothill HS early to check on the field conditions. At that point, we will make a determination whether to go forward with the clinic or not. As of right now, the clinic is still a go for tomorrow.

Our one-man clinic is designed for members in their 1stor 2nd year with OCBOA and for those who will be mainly working one-man assignments during the season. For those new to our association, the “You Make the Call” videos will be sent throughout the season as an instructional tool to keep us all engaged and in the rulebooks. As I mentioned at the General Meeting, approved study guide sessions will count as a make-up meeting credit this season. These study guide sessions are an excellent opportunity to dive into the rule book and build a camaraderie with your fellow umpire.

The study guide will be made available by CBUA on Sunday, January 13th. Once it is available, print out a hard copy of the study guide to complete your answers prior to entering them on the CBUA website. The open and close dates for study guide submission is listed below:

If you are planning on attending one of the study guide sessions listed below, it is REQUIRED that you complete a print version. You will NOT be allowed entry without it. Our 3rd field clinic for the 2019 season will held on January 12, 2019 at Foothill HS in Santa Ana, Ca. At this clinic we will be covering NFHS One-man mechanics with approved CBUA enhancements. Below is the schedule for the day:

I have posted the 2019 classroom assignments with instructors in the Library on the OCBOA website. A map of Foothill HS can be found by clicking on the Library tab. The qualifications grids can be found by clicking on the Qualification tab or by clicking on the Library tab and opening up the Attendance folder. It is your responsibility to confirm that your attendance grid is accurate. If there is anything missing, please let me know.

Our first instructional meeting is scheduled for Monday, January 14th. As I did last season, about a week prior to each instructional meeting, I will post and send out an email with the topics that will be discussed at the upcoming instructional meeting. This should give everyone time to prepare and come ready to learn and participate.

What to expect at the 2-man clinic on December 8that Cypress HS.

Show up as you would for a game assignment. Please do not arrive late, we will be starting promptly at 8:45 am.

Please come dressed in your CBUA approved uniform (base pants, black shirt or jacket, base shoes). Also, you will need to bring your plate gear (if you have it) for the cage work station.

We will begin pairing up mentors and mentees in the next couple of weeks. If you are you interested in being paired up with a mentor, please follow the instructions below.

If you are a 1st or 2nd year member you will be assigned to a mentor. For the rest of the membership the mentor program is optional, but highly recommended for those who are still early in their OCBOA careers.

We will be accepting requests to be assigned a mentor until November 14, 2018. However, the earlier you respond, the sooner we can assign you to a mentor with potential opportunities to work games with, and/or be seen by your mentor. The fall season for the Ryan Lemmon league will be ending in mid-November, and the winter season will begin in January. These are perfect opportunities to work games with your mentor, so please do not hesitate to express your interest in the mentor program!

Many of you have reached out to me regarding issues registering for a camp in regards to the PayPal link. As we investigated we noticed that there was in fact an error between the CBUA bank account and PayPal. PayPal has not taken money from any of you at this time. If it shows that a payment is still pending you will notice that after 30 days it will be returned to you

What does this mean you ask? We are currently working on this glitch but we are asking anyone registered for the JSerra camp this weekend to please bring your payment with you. We will be collecting the $10.00 from each of you on Saturday morning.

A few updates as the 2019 season rapidly approaches:

Our 1st field clinic for the 2019 season will held on November 17, 2018 at Foothill HS in Santa Ana. At this clinic we will be covering NFHS 3-man mechanics with approved CBUA enhancements. Below is the schedule for the day:

Check-in: 8:00am-8:45am

Morning session: 9am-12pm

Lunch (on your own): 12pm-12:45pm

Afternoon session (optional): 1pm-4pm

The 3-man clinic is optional for ALLmembers. However, please attend for 3-man game assignment consideration, (i.e. Trinity League, tournaments, playoffs, etc).

We are excited to have our Mentor Program for a third season with Jeff Osborne and Sean Miltimore leading the way. As Instructional Chairman, I will still oversee the program.

If you are a 1st or 2nd year member you will be assigned to a mentor. For the rest of the membership the program is optional, but highly recommended for those who are still early in their OCBOA careers.

Since registration is open, I have listed the clinic requirements for the 2019 baseball season, which must be met by start of season, February 9, 2019.

We will be having a 3-man clinic that is optional for ALL members. However, please attend for 3-man game assignment consideration (i.e. Trinity League, tournaments, playoffs, etc).

Ratings: Crew Chief- JV: Required that you attend an OCBOA clinic or one of the approved clinics listed below.

1st and 2nd year members: Required that you attend an OCBOA 2-man clinic or 1-man clinic. Preferably, it would be wise to attend the 1-man clinic. You may attend one of the approved clinics listed below for credit.

OCBOA clinics will stay consistent with previous seasons. There will be a morning and optional afternoon session with lunch on your own. IF you attend an OCBOA clinic and stay for the optional afternoon session you will earn a meeting credit as well.(Maximum of one meeting credit can be earned for attending OCBOA clinics)

You may attend one of the approved clinics listed below to meet your clinic requirement, BUT you will NOT receive meeting credit.

We have set the dates for our general, instructional, and playoff meetings. All meetings will be at Foothill high school and begin promptly at 6:30pm. The meeting dates are listed below and on the OCBOA website.

General meeting: Dec 3rd

Instructional meetings: Jan 14th, Jan 28th, Feb 4th, March 11th, April 8th

Make-up meeting/Mandatory 1St & 2nd year: Feb 25th

Playoff meeting: April 15th

As mentioned a few weeks ago, the study guide and classification exam will be completed on the CBUA website. I have listed the open and close dates for each:

Each year, we are required to assign Qualified officials for all CIF contests. CBUA has announced requirements to attain Qualified status with CIF. The requirements are to be completed by April 14, 2019, listed below:

-Be a member in good standing of a CBUA member association (i.e. OCBOA)

-18 hours of classroom training

-Attend one on-field clinic

-Pass Online Study Guide with score of 80% or higher

-Pass Online Certification Exam with score of 80% or higher

How do I earn the 18 hours of classroom training?

Below is a breakdown of how you can earn hours towards this requirement:

-Attend OCBOA general meeting

-Attend OCBOA instructional meeting (OCBOA will have 5 instructional meetings)

-Attend OCBOA make-up meeting

-Attend Full-day OCBOA field clinic

-Attend another CBUA group meeting (Max: two meetings)

-Attend IC approved OCBOA study guide session

I have some instructional team announcements for the upcoming season:

Javier Navarro will return as lead clinician and assume the role of Assistant IC. Jeff Staudinger will not be returning next season as Assistant IC, please join me in thanking him for his hard work and dedication the past two seasons.

I am very excited to announce that Steve Wanamaker will be joining the instructional team as Rules Interpreter. Steve is doing well in his recovery but still has a long road ahead. Please continue to support him and his family in any way you can, and keep those prayers coming!

Stu Rains will be returning for his third season as Ratings Chair. Stu has done a tremendous job the past two seasons with revamping the ratings system and observations. He and I will continue to work together improving these areas.

Jeff Osborne will serve in the newly-created position of Mentor Program Chair. Sean Miltimore will continue to assist Jeff with the mentor program. As you recall, I made it a point during the 2017 season to bring back our mentor program, Jeff and Sean took it to another level during the 2018 season. I received a lot of positive feedback in our end of year online survey regarding the mentor program. I will continue to work closely with Jeff and Sean to keep improving it. Please do not hesitate to contact them if you have any suggestions to continue to improve this great program.

I hope everyone is having a great summer. As we all know, the 2019 HS season will start two weeks earlier. So naturally, the training program for the upcoming season will start sooner than previous years.

I attended the annual summer CBUA IC meeting in July that Brad Hungerford has held for the past few summers. There were different topics discussed with ICs from various CBUA member groups. I would like to touch on some of the highlights of the meeting.

Website: CBUA’s website is now up and running. There is a lot of information that can be found on the website regarding the latest happenings within CBUA. The online study guide and classification exam will be administered via the CBUA website for ALL CBUA member groups. The set-up of the study guide and classification exam will be the same as it was for the 2018 season on the OCBOA website. The open and close dates of the study guide and exam will be announced at a later date. The web address can be found below:

CBUA Regional Training Program: New for the upcoming season, CBUA will be hosting four regional clinics for all the CBUA member groups to attend.
